Evaluation of the Intelligent Transport Systems (ITS) Directive

The ITS Directive provides the legal framework to support the coordinated and coherent deployment and use of Intelligent Transport Systems (ITS) within the European Union, in particular across borders. It defines four priority areas for ITS development and deployment. In these priority areas, the Directive provides for the development of legally binding specifications for interoperability and continuity through delegated acts, as well as for the development, where appropriate, of necessary standards. It also provides for the adoption of guidelines and other non-binding measures by the Commission. The Commission is currently carrying out an evaluation of the Directive to assess to which extent the ITS Directive contributed to the faster and more coordinated deployment of ITS as well as the better functioning of the road transport system and its interfaces with other modes of transport. As part of the evaluation process, the Commission is carrying out this public consultation.  This consultation will last for 12 weeks. Questionnaires should be returned by 28/07/2017 at the very latest. All interested stakeholders are welcome to participate in this consultation.

 

The questionnaire contains the following sections:
1. Information about the respondent
2. General questionnaire
3. Detailed questionnaire

 

Section A is obligatory for all respondents, collecting information about the respondent and asking for the right to publish the information. Section B is designed to gather input from a broad public audience on the general functioning of the Directive and the need for continued EU action in this field. Section C is intended to gather more detailed input. Questions are technical in nature and this part of the consultation seeks primarily the input from key professional stakeholders but is open to all respondents.

 

“Intelligent Transport Systems” means applying Information and Communication Technologies (ICT) to transport. ITS applications and services can be very diverse, including e.g. journey planners, travel information services, intelligent message signs and traffic lights, safety applications (automatic 112 calls, advanced cruise control), traffic management and more. These applications are being developed for different transport modes and for interaction between them (including multimodal interchange hubs). The ITS Action plan and the ITS Directive (Directive 2010/40/EU) were adopted to accelerate and coordinate the deployment of ITS in road transport, including interfaces with other transport modes.

 

The ITS Directive establishes the legal framework in support of the coordinated and coherent deployment and use of Intelligent Transport Systems (ITS) within the Union, in particular across borders. The main aim of the Directive is to increase the pace and coordination of the deployment of intelligent transport systems, in turn improving the functioning of the road transport system, including its interfaces with other modes, and in so doing reduce the negative effects of road transport, e.g. considering pollutant and CO2 emissions, congestion and road safety. This was considered necessary to ensure sustainable, efficient and competitive mobility in Europe, given the projected increase in road transport, and the limitations of new physical infrastructure development. The continued deployment of ITS can make important contributions to the Commission priorities of the Energy Union and the Digital Single Market, and to the EU strategies on low emission mobility and Cooperative Intelligent Transport Systems. The evaluation will provide an up-to-date overview of the implementation the Directive and of the benefits and costs created. It will also assess if the current scope is still relevant and in line with technological developments and other EU policy.

 

The evaluation will cover the full scope of the Directive, including the delegated acts adopted under the Directive, the Directive’s working programme and guidelines for reporting, and the functioning of the ITS Committee and ITS Advisory Group. The evaluation will also take into consideration relevant aspects of the Action Plan and of standards and non-binding measures to facilitate the deployment of ITS in road transport. Based on the evaluation, it will be determined if improvements to the Directive are necessary, which would then provide the basis for a possible impact assessment for revision of the Directive. With this public consultation, the European Commission is inviting all interested stakeholders to express their opinion on the general functioning of the Directive and the need for continued EU action in this field. Relevant aspects of the Action Plan and of standards and non-binding measures to facilitate the deployment of ITS in road transport will also be addressed.
