CLEPA appreciates JRC’s “Access to digital car data and competition in aftersales services” report

CLEPA appreciates the latest report “Access to digital car data and competition in aftersales services” published recently by the Joint Research Center of the European Commission (JRC). The working paper summarizes the technical features of car data ecosystems and explores their economic implications for different stakeholders including OEMs (vehicle manufacturers), drivers/consumers and aftersales service providers.

 

The report indicates that an exclusive gatekeeper role in the data market will lead to a massive social deadweight or ‘lost potential of utilised innovation for a society’. This observation provides a completely new aspect in the discussion about access to in-vehicle data and resources from a macroeconomic perspective.

 

In a conclusion, regulators are recommended by the JRC to consider to create conditions for a more level playing field between vehicle manufacturers and third-party aftersales service providers. A first option could be to keep the OBD (onboard diagnostics) plug open for the entire set of data points collected by the manufacturer.
