UNECE adopted resolution on the deployment of automated vehicles in road traffic

The United Nations Economic Commission for Europe (UNECE) adopted a resolution on the deployment of highly and fully automated vehicles in road traffic. The resolution is adapting the guiding principles of the 1949 and 1968 Conventions on Road Traffic to today’s environment.

 

Automated vehicles have the potential to create safer, more efficient and environmentally friendly transport, which could reshape entire sectors of the economy and improve the lives of millions of people. However, many questions relating to safety standards, traffic rules, insurance regimes, cybersecurity and data protection, to name just a few, must still be addressed.

 

With this in mind, UNECE’s Global Forum on Road Traffic Safety (WP.1), the only permanent intergovernmental body of the United Nations dedicated to road safety, adopted a non-binding legal resolution serving as a guide in relation to the safe deployment of highly and fully automated vehicles in road traffic.

 

The resolution offers recommendations to ensure the safe interaction between automated vehicles, other vehicles and more generally all road users. Significant progress was achieved with regard to the enhanced interpretation of the Vienna and Geneva Convention to allow the deployment of highly and fully automated vehicles. Notably, the resolution provides updated definitions of highly and fully automated vehicles in order to allow operation without the need for human intervention.

 

The resolution also calls on the governments to promote public awareness and understanding of the safe use of highly and fully automated vehicles, adopt policies in accordance with their privacy regulations, work on security measures including cybersecurity, and incorporate the recommendations into their domestic legal and policy frameworks for road traffic.
